'CreateDevice' Problem

The error message refers to the wrong file. Instead of "UT2003.ini" it should be "Postal2.ini".

To delete this file, look in the folder where you installed the game. This is usually:

C:\Program Files\Postal 2

Within that folder you will see a "System" folder. Open it.

Look for the file named "Postal2.ini" and delete it. If you see several files named "Postal2" then change your window to show file details, then look for the "Postal2" file that says "Configuration Settings" next to it and delete it.

Now try playing the game again.
